At just two years old, Chevonne Rusch had endured a difficult upbringing. Throughout her short life, the little girl and her siblings were violently abused and neglected. Friends and neighbours repeatedly reported the abuse to the police and to authorities but no one acted. Then she was brutally murdered. It’s a tragic story, but our investigation shows that Chevonne’s death could’ve been prevented had authorities taken action. Instead, their inaction coincided with an escalation in the abuse and, in the end, a tragic loss of life. Once the second home of former President Nelson Mandela, it was known for its close-knit community living in relative tranquillity. But now it’s plagued by a sinister balaclava-clad gang running a ruthless extortion racket targeting women. At dusk, men arrive on horseback to terrorise the villagers, demanding that young girls and women of all ages pay them a protection fee or risk being raped. Most in the village are poor, unable to pay their tormentors. Yet help from the police is kilometres away.
