It’s a condition that has led to the deaths of at least seven children in the province, and a crisis that requires significant funding and political will to resolve. But in the Buffalo City Metropolitan Municipality, home to one of the province’s biggest cities, the priority seems to be multi-million rand vanity projects that have become a financial drain on the municipality’s coffers. Despite being cash-strapped, the municipality established a development agency tasked with boosting tourism and economic development; an agency that is now cashing in on major projects funded by the municipality and its ratepayers. In East London, what should’ve been a world-class beachfront upgrade has disintegrated into nothing more than a glorified “stoep”, while the bill for the Waterworld Fun Park revamp has ballooned to an eye-watering R120 million. That was almost the case for a group of Carte Blanche viewers who had rolled up their sleeves to help disabled children at the state-run Ikwezi Lokusa Special School in the Eastern Cape. In September this year, our investigation exposed gross negligence and human rights violations at the boarding school, with vulnerable children left to fend for themselves. It was a story that moved many of our viewers into action, arranging trucks full of donations for the children. But when it was time to deliver, the volunteers were locked out of the school while the provincial Department of Education did nothing to intervene. He dreams of becoming an international football star. But with scarce resources in this community, his future is bleak. This shouldn’t be the case. In 2010, South Africa hosted the FIFA Soccer World Cup. The reward for its success was a R450-million cash injection to form a Legacy Trust Fund to support and develop the game. The Legacy Trust should’ve become South Africa’s soccer heritage but, more than a decade later, it’s been milked dry, providing no benefit to players like Kutlwano.
