𝗧𝗵𝗶𝘀 𝘀𝘁𝗼𝗿𝘆 𝗼𝗿𝗶𝗴𝗶𝗻𝗮𝗹𝗹𝘆 𝗮𝗶𝗿𝗲𝗱 𝗼𝗻 𝟭𝟮 𝗡𝗼𝘃𝗲𝗺𝗯𝗲𝗿 𝟮𝟬𝟮𝟯. Willie Marais was once a steam train driver born opposite the railway station in Touws River in the Western Cape. Built in 1881, the station was the central hub of the community. Touws River was one of many thriving towns built around an extensive railway network. That all changed in the 1980s when any route deemed uneconomical was simply cut off. Entire communities were drained of their lifeblood, leaving thousands jobless, and the towns began to die. Today, these towns are sad remnants of their former glory, with most inhabitants surviving on state grants, and the tracks leading to these far-flung places are lined with derelict and abandoned sidings. While trucks thunder past, the people left in their dust cling to the hope that, somehow, their towns can be revived. 𝗧𝗵𝗶𝘀 𝘀𝘁𝗼𝗿𝘆 𝗼𝗿𝗶𝗴𝗶𝗻𝗮𝗹𝗹𝘆 𝗮𝗶𝗿𝗲𝗱 𝗼𝗻 𝟱 𝗡𝗼𝘃𝗲𝗺𝗯𝗲𝗿 𝟮𝟬𝟮𝟯. They say no good deed goes unpunished. That was almost the case for a group of Carte Blanche viewers who had rolled up their sleeves to help disabled children at the state-run Ikwezi Lokusa Special School in the Eastern Cape. In September this year, our investigation exposed gross negligence and human rights violations at the boarding school, with vulnerable children left to fend for themselves. It was a story that moved many of our viewers into action, arranging trucks full of donations for the children. But when it was time to deliver, the volunteers were locked out of the school while the provincial Department of Education did nothing to intervene. For decades, Ikwezi Lokusa was operated by missionary sisters. But in 2001, government took over and soon afterwards its troubles began. In 2018, Carte Blanche investigated the boarding school and uncovered how the infrastructure had deteriorated, leaving children to sleep on brick beds with only a thin mattress for comfort. A critical shortage of caregivers often left vulnerable special needs children with no one to feed them or change their nappies for hours on end. Back then, the Department of Education made big promises to help the children; but as we return to the school five years later, very little has changed. More caregivers have been employed, but they frequently abandon the children, who continue to suffer hardship and neglect. Carte Blanche investigates.
